Many people don't give their dogs dried cow hooves as they sometimes seem to be so brittle that when the dogs chew them, they end up with bleeding gums!
A great tip to prevent this happening is, before presenting them to your dog, pour some boiling water over them. Let them stand for a couple of minutes then serve (make sure they are not still hot!).
Really hard hooves will need to be soaked for a few minutes and even can be left (after being wetted) in the sun to allow the heat to speed up the softening process.
